The conditions set out in the VFA apply “also to the entry and temporary stay” of U.S. forces under the Enhanced Defense Cooperation Agreement (EDCA), another MDT enforcement agreement signed in 2014, according to a State Department official. The agreement contains various procedural safeguards aimed at protecting the right to due process and prohibiting double risks.  [VIII 2-6] The agreement also exempts Philippine personnel from visa formalities and ensures an acceleration of entry and exit operations;  [IV] requires the United States to accept Philippine driver`s licenses;  [V] authorizes Philippine personnel to carry weapons in U.S. military facilities while on duty;  [VI] provides for tax exemptions and import/export exclusions for Philippine personnel;  [X, XI] requires the United States to provide health care to Filipino personnel;  [XIV] and exempts Philippine vehicles, ships and aircraft from landing or port, navigation or overflight taxes, road fees or other charges for the use of U.S. military facilities.  [XV] The Philippine-UNITED STATES Visiting Forces Agreement, sometimes also the PH-US Visiting Forces Agreement, is a bilateral visiting forces agreement between the Philippines and the United States, consisting of two separate documents. The first of these documents is usually referred to as “VFA” or “VFA-1″ and the second as “VFA-2” or “counter-agreement”.  A visiting force agreement is a version of a status of force agreement that applies only to troops temporarily in a country. The agreements entered into force on 27 May 1999 following ratification by the Senate of the Philippines.  ,  The U.S. government considers these documents to be executive agreements that are not subject to approval by the U.S. Senate.
  The VFA remains in force for up to 180 days from the date the Philippines wrote to the United States or vice versa that it intends to terminate the agreement. Members of Dutertes` own cabinet also appear to be seriously concerned about his VFA decision. They have tried to discuss their concerns with him cautiously, but they understand that they are unlikely to change their minds. To make their views more palatious, they probably tried to emphasize the importance of the VFA for the maintenance of the United States.
